We have to use tricks and workarounds and some imagination, unfortunately. Other than the swimming which requires overriding every world file (and it can't go in the mods folder, you have to go to the World folder which is confusing for most people), most of this is not directly possible because of the limitations in the game. The weather might be possible with a script + some overrides but hard to say. For stuff like Cafes + Libraries though, this could be possible if someone manually combined them as a new venue type, or turned one into a lot trait maybe, but actually making a player controlled system where you can just select multiple venues won't be possible. The retail + restaurant might not be possible because of how the systems work. LMS's multiple things on one lot (called My Little Neighborhood) might be able to help with a community feeling though, as well as the Live in Business mod in combination for the small retail space. Not possible to remove the loading screens for visiting lots, that's a core system in the game that can't be touched.
The only way to actually build manually apartment lots and not have them cost a forune, or build actual hotels withour paying 25K Simoleons for your 2-night stay. Set rental lot daily price manually - simple and self explanatory. Small, (somehow) ownable shops in one community lot, perhaps through door barriers, idk, where you can actually have a mini retail space for you, but then you switch to another family and they own another small store in the same lot, and they can manage prices etc for their own space. Unlock all neighbourhood lots go walk to, or at least the part of neighbourhood you are - so there are no loading screens for visiting someone once you were already walking past their house, I mean, it's right there. (edit to clarify, set for example Oasis Springs climate to Windeburg etc) But Some places in Europe have much milder climate, you know, even if they look like that. Add a third or even a fourth and we start making our own one-lot-one neighbourhood Multiple lot types / not just traits, but one lot can be both a retail and a restaurant. Of course, if anyone knows of any existing ones from the list report back !
